The answer is:

The Derby Gas and Electric Building on Elizabeth Street. The Derby Gas and Electric Company was originally called the Birmingham Gas Light Company in 1871. Col. William B. Wooster was the first president. The building was located in several different places before it was finally built on 22 Elizabeth St. in Derby.
